The National Jewish Democratic Council today mourned the loss of Representative Donald Payne (D-NJ) at the age of 77. When Payne was first elected in 1988, he was the first African American to represent the state of New Jersey. During his 23 years in the House, Payne served on the House Foreign Affairs Committee and was the leading Democrat on its Subcommittee on Africa and Global Health. He was one of the key voices raising awareness about genocide in Africa and was a leading proponent for humanitarian aid for the continent, which included aid to fight diseases such as AIDS and malaria.
